Reporting to the Director of Culture and Recreation, the Senior Manager of Cultural Services is responsible for the strategic leadership, management, supervision, coordination and ongoing development of the culture division within the Recreation and Culture department. This includes proving leadership to a staff team in the delivery of cultural programs, cultural/community facilities as well as support services such as sponsorship, marketing and customer support. Key responsibilities include strategic and business planning for the division; staff development and management; community development; planning and guiding the development policies; researching, identifying and securing revenue sources; exploring and encouraging strategic public / private partnerships; budget preparation and administration, and contract administration. This position works closely with arts and culture community groups and businesses to support culture in the Town of Oakville.

Job Responsibilities:
- Ongoing implementation of the town’s plans, including the Culture Plan, the development and implementation of policies through consultation and collaboration, and supporting the town’s cultural mandate by making recommendations for the current and future allocation of municipal resources and overall direction for the operation of the culture division facilities and support services.
- Developing and evaluating business and marketing strategies for cultural facilities, programs and operations to increase engagement and promote public interest in and awareness of the town’s cultural services, maximizing the utilization of the town’s assets.
- Overseeing the delivery of cultural programming and events directly through the operation of the Oakville Centre for the Performing Arts, the Oakville Museum and the Queen Elizabeth Park Community and Cultural Centre ensuring appropriate support for activities, the preservation of artifacts and the health and safety of employees, volunteers and customers.
- Maintaining active involvement in, and an awareness of, the broader cultural sector. Preparing and coordinating necessary research of the cultural sector to identify strengths, best practices and opportunities. Preparing terms of reference, reviews and evaluating studies pertaining to cultural development and cultural facilities and support services.
- Acting as community development resource to cultural organizations within the town. Preparing and providing presentations to various groups including the public arts, cultural groups, Council, standing committees, etc.
- Preparing and managing operating and capital budgets; identifying long term capital requirements and expenditures. Identifying possible cost savings through resource sharing, partnership development.
- Accessing other revenue sources, formulating fund-raising and sponsorship strategies and developing partnerships to leverage grant streams. Writing grants applications for sector-wide projects or programs.
- Ensuring a strong, viable and effective volunteer base in the cultural sector.
- Resolving problems and responding to complaints and enquiries brought by the public, community groups local elected representatives, consultants, the civic administration and other levels of government and their agencies.
- Performing other duties as assigned.
Qualifications:
As an accomplished leader, the successful candidate will have progressively taken on leadership positions with a combination of education and experience in the fields of cultural management, arts administration, recreation administration, business administration or a related discipline coupled with significant achievements in developing and realizing strategic objectives in community services such as culture, programming, museum administration, recreation, customer support and marketing. The candidate will have superior administrative, financial management, revenue generating and program development skills. Experienced in research and analysis, the successful candidate will have the ability to write clear, concise reports dealing with complex matters and will have excellent oral presentation and interpersonal skills enabling effective relationships with partner organizations and voluntary groups.
